It is not safe for your cat as it can swallow it. Surely you don't want a surgery for your cat.

They are made of a substance called mylar and as such care should be taken when the cat is playing with the ball. Mylar is poisonous and causes digestive problems when ingested.

the crinkling balls are made up of some type of chemical liquid substance it can be give to a cat but with care i would suggest you to not give crinkle ball to your cat give any other toy
