 Are deaf cats more affectionate? Is it true?

They do not have a huge difference from hearing cats. But as they use more touch and vibration to communicate, it may seem to be more affectionate than the other.

the deaf cats are also like the other cats that can hear but only a little different because the hearing makes no change in the cats instincts

Not really and I have never heard of that. You will most probably give a deaf cat more attention and the cat will most likely reciprocate the action.
