They cannot be clean if the catwalks outside in dirty places prone to get dirty. Hence you should make sure your cat's paws are cleaned during its bath time.

Yes it depends with how you keep your cat. If you let it roam outside of course it will come in with dirty paws and you'll need to clean it

it its a stray cat or a cat walks everywhere on a dirty or clean place then we cannot tell if a cat is clean or not but domestic cats which live in the house only are clean but not fully some bacteria are still in their paws
