Can cats see in the dark or are they just more adept at navigating in low light conditions?

Cats have excellent night vision and are able to see in much lower light levels than humans. This is due to their eyes having a larger pupil, a reflective layer of cells behind the retina (the tapetum lucidum), and a greater number of light sensitive rods. These adaptations allow cats to navigate in low light conditions, but they are not able to see in complete darkness.
